Well first off no, 1/5 is black. There are non-blacks and non-whites in the UK as well (particularly people of Indian ancestry). So 4/5 wouldn’t be white, it’s almost certainly less because of additional races than black and white (though it isn’t clear if it is much less).

82% of the population of the UK is white. Just out of the gate the “default” value you’d expect before anything else would be about 82% (4/5ish) of the drug convictions would apply to white UKers.

3% of the population is black. Out of the gate the “default” value you’d expect before anything else would be about 3% of the drug convictions would apply to black UKers. Instead we’re seeing 20%.

It’s all proportional to population.

If you have 820 white people in a room, 30 black people in a room, and you take away 6 of the black people, and 24 of the white people, you notice how you proportionally took away FAR more of the black population than the white population.

And that’s assuming that the rest of the 4/5 are all white, which is almost certainly not true – people of Indian or other descent almost certainly make up at least some of the number of convicted as well.
